SUMMARY:
 
This position consists of entry level engineering work responsible for the proper design, inspection, construction, and maintenance of county developments, streets, storm sewers, and other public facilities. Work involves administration and enforcement of county construction regulations and ordinances. The position reviews submitted development plans, notifies developers of required corrections, reviews amended plans, and inspects work in progress to ensure continuing compliance with codes and ordinances. Work is performed under the general supervision of the Director of Transportation and Engineering.
 
DUTIES AND RESPONSIBILITIES:

Reviews construction drawings and site plans for development and right of way improvements including grading and paving plans, road design, drainage systems, floodplain data, and erosion and sediment control plans.
  • Inspects by on-site visits work performed by developers, utility, and private construction projects; ensures work meets specifications and complies with ordinances; issues warnings as needed.
  • Interacts with developers, contractors, architects, and engineers to address issues related to construction codes and regulations and engineering principles.
  • Reviews preliminary and final plats.
  • Administers floodplain and wetland regulations; Prepares and recommends drainage design for county projects.
  • Investigates and responds to citizens on issues concerning drainage and erosion control.
  • Prepares formal written and oral presentations with findings and/or recommendations.
  • Performs other position related duties.
 
REQUIRED QUALIFICATIONS/KNOWLEDGE, SKILLS AND ABILITIES:
 
  • Knowledge of and ability to operate CAD or similar computer aided drafting applications.
  • Knowledge of National Pollution Discharge Elimination System Requirements.
  • Knowledge of hydrology, hydraulics, transportation engineering, soils, and erosion and sediment control.
  • Ability to review and interpret design drawings, site plans, construction specifications, cost estimates, engineering plans, maps, plats and surveys to determine compliance with county ordinances.
  • Demonstrated verbal or written communication skills to express ideas and goals.
  • Ability to establish and maintain effective working relationships with the general public, business community, and public officials.
  • Possession of registration as an Engineer-In-Training in the state of Georgia or the ability to obtain EIT registration within 6 months of hire date.
  • Possession of a valid State of Georgia Class C driver’s license with favorable MVR.
  • Minimum of undergraduate civil engineering degree (or related field) from an accredited college or university.
  • Ability to obtain GA Soil and Water Conservation Commission certified Plan Reviewer certification within 6 months of hire date.
 
DESIRED QUALIFICATIONS:
 
  • Prior civil engineering work experience with a public or private sector entity.

FLSA Status: Exempt from overtime standards of the Fair Labor Standards Act.
