Job Description:

The Cost Engineer/Estimator will be supporting the Project Manager for a design-build project in the management of the project budget and overall cost.  The Cost Engineer should be familiar with the budget as related to each scope of work in the project, and is responsible for maintaining the budget forecast for each element of the budget.  The Cost Engineer proposes, reviews and makes recommendations for approval of change orders and oversees project trends.  The Cost Engineer provides cost estimating support as needed for the development and evaluation of project changes.  He/She attends subcontractor and other project meetings and supports the Project Manager in managing the overall project cost of the project.
 
This will be located in Kansas City, MO.
 
This position is contingent to the award of the contract.
 
Key Responsibilities:
  • Budget development for all project components
  • Develop monthly cost report including budget forecast based on most current progress information
  • Provide earned value analysis, identify potential variances, support management in mitigation of cost and schedule variances
  • Estimate cost of potential and actual variances
  • Track actual cost and implement cost control processes for project team
  • Review contractor proposals and identify project cost exposures
  • Provide recommendations for most cost-effective solutions
  • Review Value Engineering proposals and cost data for major equipment (long lead items)
  • Establish costing procedures for change orders, review proposed changes, support management in approval
  • Review proposals for adherence to bid documents
  • Analyze credibility, qualifications, exceptions
  • Perform cash flow projections
  • Provide progress payment schedule and approval assistance
  • Perform cost analysis and reporting
  • Perform inspection and verification
  • Perform claims review, analysis, and provide recommendations
  • Performs other responsibilities associated with this position as may be appropriate.
 
Qualification to be successful in the role:
  • Graduate of an accredited college or university with at least an associate degree in Engineering Technology or Construction Management
  • Minimum 5 years of construction cost engineering, cost control and cost reporting experience
  • Experience in development of cost estimating, understanding of construction divisions and standards
  • Knowledgeable in Government estimating procedures and local market conditions
  • Proficiency in Cost Works or other cost estimating software, Microsoft Word, Excel, PowerPoint, Outlook, and Adobe Acrobat Professional
  • Experience and familiarity with Federal building projects design codes (UFGS) and construction techniques
  • Ability to communicate in English effectively orally and in writing
  • Strong communications skills in English both written and oral
  • Must be US Citizen
  • Secret Clearance preferred
