The City of Greeley is accepting applications for Civil Engineers I - IV. This is a professional civil engineering position requiring independent judgment and initiative. Primary assignments include review of new development projects; design and management of public works capital improvement projects; coordination with engineering consultants; maintenance of City engineering records; coordination with technical boards; infrastructure permit administration; ordinance enforcement; utility company coordination; coordination with the City's Geographic Information System (GIS) program with respect to mapping of the City's properties, boundaries, and Public Works infrastructure.

EXPERIENCE, KNOWLEDGE, SKILLS:
Level I:
  • 1-3 years' experience in municipal engineering or related work experience;
  • Engineer in Training (EIT) Certificate desired;
  • PE license desired.
Level II:
  • 3-5 years' experience in municipal engineering or related work experience;
  • Engineer in Training (EIT) Certificate required;
  • PE license desired.
Level III:
  • 4-7 years' experience in municipal engineering or related work experience;
  • Licensed Professional Civil Engineer.
Level IV:
  • 5-7 years' experience in municipal engineering or related work experience;
  • Licensed Professional Civil Engineer;
  • Supervisory experience desired.
All Levels:
  • Bachelor degree from an accredited college or university in Civil Engineering along with civil engineering experience and training;
  • Valid driver's license and good driving record;
  • Thorough knowledge of civil engineering principles and practices concerning municipal public works applications with emphasis on the design and construction of street, drainage, and traffic improvements;
  • Ability to manage the implementation of the planning, design and construction phases of capital improvement projects;
  • Knowledge of laws, regulations, procedures, and municipal processes relating to land development and Public Works projects;
  • Knowledge of the materials, design methods, construction techniques, and the costs of construction of Public Works and utility improvements;
  • Skill in the use and care of engineering design tools;
  • Proficiency with Microsoft Office Suite including Outlook, Excel, Word, PowerPoint, and general knowledge of spreadsheets, data bases, and word processing skills;
  • Knowledge and experience with engineering software including AutoCad design drafting, SW Modeling Software (one or more), geographic information systems (GIS), and survey equipment;
  • Effective oral and written communication, leadership, and time management skills.
ESSENTIAL FUNCTIONS:
Level I/II:
  • Coordinate the review of construction drawings, as-built drawings, subdivision plats, development agreements, easement documents, hydraulic reports, drainage reports, geotechnical reports, pavement design reports, and traffic impact studies for proposed new developments;
  • Perform technical research, develop and evaluate design and cost saving alternatives, prepare informative and understandable written review comments, and provide reliable advice on engineering problems;
  • Respond to requests for information and engineering assistance from City departments, developers, consultants, and the general public concerning development related engineering issues and requirements;
  • Assist in the development or updating of City ordinances, design criteria and standards;
  • Work effectively and communicate with developers, engineers, contractors, City staff, other professionals, property owners, and the general public.
Level III/IV:
  • Perform technical research, develop and evaluate alternatives, prepare informative and understandable reports, and provide reliable advice on engineering problems.
  • Respond to requests for information and engineering assistance from other Departments, developers, consultants, and the public concerning engineering records, addressing, development requirements, and special projects.
  • Attend advisory boards, Planning Commission, or City Council meetings to explain engineering details, Department concerns, or programs.
  • Assist in the development or updating of City ordinances, design criteria, and standards.
  • Provide project management for the design and maintenance of major capital improvement projects and engineering or planning studies, participate in the selection of consultants, obtain and review qualifications and proposals, negotiate scope of services and contracts, recommend design procedures and decisions, and review and accept consultant work.
  • Act as Project Engineer for in-house designs of capital and local improvement district projects, develop work plan and schedule, direct, and participate in project design, conduct neighborhood meetings, prepare contract documents, construction cost estimates, and creating and accessing ordinances.
  • Provide contract administration for the construction of capital improvement projects, conduct pre-bid and pre-construction conferences, interpret plans and specifications, conduct periodic field inspections, and approve change orders, contractor payments, and final acceptance.
  • Provide excellent customer service; answer questions for public and City employees.
  • Work effectively with other professionals, contractors, property owners, and general public. Independently resolve concerns, issues, or disputes.
  • Plan, schedule, assign, and supervise work. Evaluate performance and provide leadership and training opportunities in a manner conducive to full performance and high morale.
  • Prepare and monitor program operational budget and assigned capital improvement project budgets; prepare preliminary costs for 5 and 20 year budgets for CIP projects.
  • Stay current with state-of-the art means and methods related to position.
Level IV:
  • Review and comment on proposed Federal or State regulations;
  • Directly supervise Engineering Interns and Technicians; provide direction of daily activities, answer questions, review their work, and provide periodic evaluation of performance.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:
Work Environment:
  • Work location is a combination of office and field, sometimes in formal settings; office work involves sitting while talking on the telephone; working on the computer, or reviewing or checking drawings at a table. Field work involves standing, walking, using survey equipment, and measuring pipe work or concrete structures.
  • Frequent public contact by telephone and in person.
  • Frequent interaction with office and field staff, sometimes facing adverse or confrontational situations with internal/external customers.
  • Employee is subject to driving City vehicle in all weather conditions.
  • Employee may be asked to drive personal vehicle for business purposes.
  • Employee is subject to working alone, with groups; frequently participates in meetings.
  • Employee may be required to work extended hours in the evening, holidays, or weekends.
  • Frequent interruptions and required to manage competing priorities with inflexible deadlines.
  • Environment is safe to having marginal to moderate hazards that are typically predictable or well protected against; field work involves working in and around construction projects with heavy equipment being used by contractors. Safety equipment such as hard hat, reflective safety vest, hard toe boots, and safety glasses are used as needed.
Physical Requirements:
  • Vision enough to interpret written documents, engineering drawings, and inspect work projects;
  • Communication skills to adequately convey information to contractors, property owners, other personnel, and the general public;
  • Mobility to inspect work sites for compliance with plans and specifications and move over rough, uneven, or rocky surfaces;
  • Manual dexterity to operate computer equipment and vehicles; to accurately input, retrieve and verify work assignments; and use hands to finger, handle, or feel and reach with hands and arms;
  • Duties may occasionally require light to moderate physical effort that includes: stooping, kneeling, crouching, crawling; frequent standing or walking; frequently lifting and/or moving up to 10 pounds and occasionally lifting and/or moving up to 25 pounds; maintaining arms and hands in the same position for repetitive tasks and frequently working with light objects and light hand tools;
  • Extensive work is performed on a computer with repetitive data entry.
