Job Description:

This position supports the Mission of the City by providing services in the Public Works Department. The City’s Project Manager/Engineer is primarily responsible for all capital improvement and infrastructure projects related to the Public Works Department but may assist in other departments too, especially the Planning Department. The City believes that a strong and organized project management processing and oversight system is a core piece of the foundation to a successful and well-planned organization.

The Project Manager/Engineer performs field and office work in the planning, budget and project costs tracking, design, bidding, and construction of capital projects. This position performs field engineering inspections of public infrastructure, reviewing and signing off on Public Works permits, serving as a subject matter expert on the Public Works Design Standards, reviewing documents and plans for Planning, and other areas of responsibility. Work includes planning, research, developing preliminary
plans and designs or overseeing contractual employees/companies in this development, reviewing plans and specifications, construction inspection and monitoring, responding to citizen calls, and grant writing and/or management of grant writers. This position carries various degrees of responsibility in the following areas which include but are not limited to streets, parks, buildings, stormwater, water
distribution, water treatment, wastewater collection, wastewater treatment, traffic operations, public safety, and other public projects. This position maintains a high level of visibility internally and externally and requires excellent interpersonal, organizational, and verbal/written communication skills.

ESSENTIAL JOB FUNCTIONS:
• Performs project management duties, including preparing cost estimates, schedules, serving as liaison between the City and contractors/consultants, checking progress of work, keeping project records, interpreting design criteria, recording changes as they occur, monitoring contracts and making reports.
• Performs field engineering inspections of public infrastructure and other related areas, as needed, requested, and/or as part of the permitting process.
• Reviews and signs off on Public Works permits as directed by the Public Works Director.
• Serves as a subject matter expert on the City of Tillamook Public Works Design Standards.
• Works closely with the Planning Department in all related areas, especially regarding review of right-of-way and public work permits, including other related reviews as needed.
• Reviewing no-rise analyses and other technical reports, plans, documents, etc. as needed for the Planning Department.
• Participates in the Planning Department’s Technical Advisory Committee (TAC), regarding reviews for all projects in the City both public and nonpublic, especially those City initiated.
• Designs scopes of work for procurement by using the City’s Public Works Design Standards and ODOT (Oregon Department of Transportation) most up to date design standards.
• Compiles information required through a variety of methods including consulting with staff and researching engineering information for residents, developers, engineers, and utility companies.
• Uses drafting tools and equipment, survey equipment, copiers, and calculators to enter and retrieve data from computer and prepares maps, exhibits, or graphic displays as needed.
• Assists with engineering studies for the operation of existing public works infrastructure.
• Coordinates and works with consulting engineers to obtain data as needed to analyze and perform advanced engineering calculations to assess condition, volume, capacity, safety, and other aspects for determining need to upgrade, repair, or replace large equipment and all matters of infrastructure as included in this job description.
• Develops and maintains a capital improvement plan for City projects, infrastructure needs and upgrades, on an annual basis and for at least five years out and twenty years out, with the hopes of eventually planning out 100 years. Helps identify and works with others to help identify projects for the City with other elements of the projects such as projected budgets/costs, needed resources, necessary replacements, upgrades, etc.
• Monitor, review, and report on progress of City projects in assigned work area, especially during engineering and construction phases.
• Prepares inspection reports. Compiles and maintains project records, numerical data, and documents. Ensures documents are updated and filed to reflect project status and changes.
• Maintains professional, respectful, productive, and cooperative working relationships with City staff, other organizations, and the general public.
• Follows all safety rules and procedures for work areas. Corrects and/or reports unsafe conditions to appropriate personnel.

• Helps plan and develop programs, policies, and procedures related to areas of responsibility based on analysis of City needs under the direction of the Public Works Director to provide appropriate and effective projects and programs for the City.
• Reviews and recommends expenditures related to capital and other related projects of the Public Works Department to the Public Works Director in accordance with the City’s Annual Municipal Budget.
• Prepares and compiles documents for annual and periodic audits as requested by the City’s Finance Department regarding grants, projects, or related programs.
• Prepares analysis and reports on project management related topics as required by Federal, State of Oregon, or City of Tillamook laws/policies/regulations or as requested or required by the Public Works Department, City Manager, or Finance Director.
• Fulfils all other miscellaneous duties as identified in the City’s Code Book for the City Engineer as possible and performs other job responsibilities as assigned by the Public Works Director.

JOB QUALIFICATION (EDUCATION AND EXPERIENCE) REQUIRMENTS: Bachelor’s Degree or equivalent with a degree in civil engineering. Prior experience in project management, public administration, business administration, an academic or office environment working with management and contractors, or any other related field; or any satisfactory combination of experience and training that demonstrates the knowledge, skills, and abilities to perform the above job duties is helpful, but not required provided the applicant holds a degree in civil engineering.

Requires excellent relationship management and communication skills, including technical writing skills sufficient to prepare project specifications, process documentation, and communications suitable for external distribution. Demonstrated initiative, organizational skills, problem solving skills, and attention to detail. At least a general knowledge of various related computer applications such as GIS, CAD, and Office 365 are required.

SPECIAL REQUIREMENTS/LICENSES:
1. Registration as a Professional Engineer in the State of Oregon, or able to obtain registration within three (3) months of employment.
2. Possession of or ability to obtain a valid Oregon Driver’s License and safe driving record.
3. Must be physically capable of moving about on construction work sites and under adverse field conditions.
4. Ability to obtain a PMP (Project Management Professional) certification within three (3) years upon hire if deemed necessary by the Public Works Director.
DESIRABLE REQUIREMENTS: Master’s Degree or equivalent in Civil Engineering or other related field, even including in business or public administration. Additional knowledge of project management, civil engineering theory, practice, and standards as well as the methods, materials, equipment used in public works construction/maintenance and record keeping systems above that required with a bachelor’s degree in civil engineering.
