We are the highest rated state agency for employee satisfaction on Glassdoor with 300+ reviews.   SALARY: $49,158 - $86,026   The Challenge We are looking for a Business Development Program Specialist to join NCDOT's Office of Civil Rights (OCR) Business Opportunity & Workforce Development (BOWD) team.   Our BOWD team runs our Disadvantaged Business Enterprise (DBE), Small Professional Services Firms (SPSF), and Small Business Enterprise (SBE) Supportive Services programs by delivering training, education, and technical assistance with a goal of increasing the number of certified firms active on federal/state highway construction projects, and to facilitate the firms' development into economic viable, self-sufficiency, and ability to compete and win federally- and state-funded transportation projects.   In this role you will: Plan short- and long-term goals, set overall work priorities and assist with daily management of a BOWD Specialist and a BOWD Coordinator to ensure supportive services are delivered in a timely and efficient manner to certified firms.Collaborate with small/minority businesses, internal/external stakeholders - including prime contractors, community partners, and associations to develop strategic partnerships.Maintain our scorecard information for tracking and reporting.Assist with the development of state/federal budgets, including preparing annual Statements of Work for Federal Highway Administration (FHWA).Market our BOWD program by attending trade shows, conferences, and outreach/networking events.Provide educational and training opportunities for certified firms.Respond to inquiries from small/minority businesses and community/collaborative partners.Assist with preparing scheduled reports for NCDOT and FHWA.Plan and deliver workshops, training, webinars, and other programs for small/disadvantaged businesses.Develop and create marketing materials for Supportive Services program events and communications.Provide case management support for certified firms.Engage statewide certified firms through marketing campaigns and other innovative strategies to promote BOWD program services.Lead project management on consultant contracts including soliciting, negotiating, and monitoring work.   What You Bring Experience exercising judgment and discretion in establishing, applying, and interpreting federal/state laws, policies, regulations, and procedures.Considerable knowledge of business administration and workforce development relating to small and minority businesses.Demonstrated experience establishing and maintaining effective strategic relationships and partnerships with internal and external stakeholders.Experience developing and leading in person and virtual trainings, workshops, webinars, and other presentations.Working experience participating effectively in program planning, evaluation, and quality control.   Education & Experience Bachelor’s degree, and3+ years relevant experience; orAn equivalent combination of training and experience.   Questions?
