We are the highest rated state agency for employee satisfaction on Glassdoor with 300+ reviews.   Salary: $65,876 - $115,283   The Challenge We are looking for a Freight Rail and Economic Development Programs Manager join our Rail team that develops and manages our Rail Division’s complex engineering capital and operating programs while ensuring all programs, policies, and processes are aligned and supported in accordance with our strategic priorities.   In this role, you will: Provide statewide freight transportation, logistics, and economic development expertise to our Rail Division.Coordinate with economic development organizations at all scales to increase NC's economic competitiveness and the economic impact of freight and passenger rail.Propose, develop, and recommend policies on statewide freight, logistics, and economic development for executive leadership consideration and actionRepresent our Rail Division and NCDOT on freight, logistics, and economic development matters.Lead team of engineering and data analysis consulting firms, NCDOT and Rail employees, and other stakeholders in developing analysis, studies, research, and reports to support new and ongoing freight and logistics opportunities for studies and programs including:Developing our multimodal and intermodal freight network connectivity between rail, truck, and maritime shipping,Supporting logistics development for existing and prospective industries,Maximizing state and private transportation assets for freight.Analyzing interstate freight traffic flows to balance the burden on rail and highway networks.   The Freight Rail and Economic Development Program Manager will be responsible for: Freight Rail Program Development: Work to ensure freight rail funds achieve our strategic goals through coordination and engagement with stakeholders within and outside NCDOT.Team Management: Lead a team of NCDOT staff and consultants supporting the office’s functions with a focus on coordination with economic development organizations at all scales to increase NC economic competitiveness, and the economic impact of freight and passenger rail.Intercity Passenger Rail Program Development: Support efforts to improve and expand intercity passenger rail through engagement with economic development and destination marketing groups.Subject Matter Expertise: Serve as a subject matter expert and policy advisor.   What You Bring Knowledge of economic development principles, strategies, and best practices.Knowledge of railroads, multimodal freight systems, supply chains, logistics, analytics, and the principles/practices of public or business administration.Knowledge of purchasing, budget and accounting practices and procedures relating to Rail programs.Management skills leading teams and support positions to achieve program goals.Program analysis and evaluation skills.Experience selecting, training, and supervising staff in Rail/Transportation programs.Experience developing and maintaining effective working relationships with associates, state officials, and the public.   Education & Experience Bachelor's degree, and3+ years of relevant rail/transportation program experience,1+ year of supervisory experience; orAn equivalent combination of training and experience.   Questions?
